until: 10:00 A.M., (Standard Time-Daylight Savings Time) February 4 , 20 19 , and then at said office publicly opened and read aloud.

“Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the “Use of American Iron and Steel” requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged business enterprises. The loan recipient’s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.”

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Route 4 & Grange Hall Road Water Line Replacements received by Village of Vergennes, at the office of the Vergennes Village Hall, 725 Hack Street, Vergennes, IL 62994, until 10:30 a.m. local time on February 20, 2018, at which time the Bids received will be publicly opened and read. The Project consists of the installation of new 4” water mains and appurtenances along with the transferal of existing water services for Route 4 and Grange Hall Roads.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A pre-bid conference will not be held.

Civil/Roadway Engineer Needed

J.T. Blankinship, Inc. is seeking a Civil/Roadway Engineer with a minimum of 3-5 years of experience to join our staff. Qualified individuals must be self-motivated and looking to handle a multitude of various projects. JTB is a full-service civil, environmental and surveying firm with both private and public-sector clients. Our firm focuses on a wide range of projects including utility, roadway, aeronautics, storm water, and surveying projects.

Essential Duties and Responsibilities:

  • Perform design and analysis for civil engineering projects using accepted design practice
  • Work independently on design and production of construction plans, specifications and cost estimates
  • Prepare design calculations, quantity take-offs, and cost estimates
  • Direct and review production of drawings by CAD draftsmen as well as the ability to complete your own drawings
  • Attend project meetings
  • Project administration duties, activities, document controls and project scheduling
  • Other assignments as needed

Key Qualifications:

  • B.S. in Civil Engineering and a minimum 3 years of civil design experience in the transportation industry
  • PE license or on PE track preferred
  • Working knowledge and experience with state and regional regulations required
  • Excellent written and oral communication skills are required.
  • Knowledge of MicroStation and Geopak
  • Project experience working with IDOT, FHWA, various counties and/or local municipalities
